Because of the increased frequency of requests by employers to check the criminal record of prospective employees and because of the cost incurred by the Bellefontaine Police Department in making such checks, there shall be enacted and instituted a charge of five dollars ($5.00) per name for employers to have a criminal record check done for prospective employees by the Police Department which shall be payable to the Department at the time the criminal record check is processed by the Department.
