921.11 COLLECTION OF UNPAID ACCOUNT BALANCES.
   (a)   If an applicant or current utility customer for Water and Sanitary Sewer Service provided by the City of Bellefontaine owes to the City of Bellefontaine any past due or delinquent bill, all bills must be paid in full before any utility service will be provided at a new service address. If after a new service is provided by the City of Bellefontaine, it is found that past due or delinquent bills do exist, current service may be disconnected, without liability to the City, until the prior bills are paid in full.
   (b)   Additional collection efforts will be applied to customers and, when applicable, to their co-signers in order to recover unpaid delinquent balances on inactive accounts. If after all acceptable and reasonable attempts have been made to collect these outstanding balances, said accounts will be charged off in accordance with the current State of Ohio Statute of Limitations. A list of these accounts will be presented by the Superintendent of Utilities to the Service-Safety Director annually for review by the City of Bellefontaine City Council prior to the charge-off.
