The Departments of Public Safety and Public Service are hereby merged and combined and the merged Department shall be known as the Department of Service and Safety. The Mayor shall appoint a Director of Service and Safety to administer such merged Department. Such Director shall be invested with all of the powers and duties of the Director of Public Service and the Director of Public Safety. The Director may be called the Service-Safety Director, and he shall serve until his successor is appointed and qualified. The Director shall have those qualifications set forth in Ohio R. C. 735.01.
