When work for which a permit is required by this Building Code is started prior to obtaining such permit, and where no emergency is involved, the fees required for such permit shall be doubled. The payment of such double fee shall not relieve any person from fully complying with the requirements of this Building Code or any other applicable law, ordinance, rule or regulation.
