(a) Any decision to deny a request to place, construct or modify a wireless tower or antenna shall be in writing and supported by substantial evidence contained in a written record of the proceedings of the Planning Commission, Audit Committee and City Council, if applicable.
(b) If a location request is denied pursuant to this section, the applicant shall be entitled to file an appeal in accordance with the existing appeal procedures for the City that are hereby incorporated by reference into this Chapter.
