(a) Upon the placement of recyclable materials at the street curb for collection by the recycling contractor the recyclable material shall become the property of the City.
(b) During the twenty-four hour period commencing at 6:00 p.m. on any day preceding a day designated for collection of recyclable material; no person, other than an authorized recycling collection contractor, shall remove recyclable material which has been placed at the curb. Any and each such removal of recyclable material in violation hereof from one or more designated recycling collection locations shall constitute a separate and distinct offense punishable as provided in this chapter.
(c) Nothing in this chapter shall limit the right of an individual person, organization or other entity to donate, sell or otherwise dispose of recyclable material, provided that any such disposal is in accordance with the provisions of this chapter.
