(a) There is hereby established a program for the collection of recyclable materials, including but not limited to aluminum cans, newspapers, plastic and glass containers from the residences of the City of Bellefontaine. Such collections shall be made periodically under the supervision of the Service-Safety Director.
(b) The program of collection and disposal of recyclable materials by the City is hereby declared to be a public utility. The services provided for in this chapter shall be rendered to all citizens upon compliance with all City regulations pertaining to such utility and upon payment of the rates as may be provided by Council as the same may be amended from time to time.
