(a) Disorderly Conduct: No person shall be or become intoxicated, commit any disorderly, obscene or indecent act or commit any act of nuisance, or conduct or engage in any form of criminal activity on the Airport.
(b) Sanitation: No person shall dispose of garbage, papers, refuse or other material on the Airport except in the receptacles provided for that purpose; nor use a comfort station other than in a clean and sanitary manner.
(c) Preservation of Property: No person shall destroy, injure, deface or disturb any building, sign, equipment, marker or other structure, trees, flowers, lawn or other property, nor alter, make additions to or erect any buildings or signs or make any excavations; nor willfully abandon any personal property.
(d) Interfering or Tampering with Aircraft: No person shall interfere or tamper with any aircraft, start the engine of any aircraft or use any aircraft part, instrument or tool without the permission of the owner, or by specific direction of the Airport Manager.
(e) Restricted Areas: No person shall enter upon the field area, utilities, and service rooms or areas or other areas as may be designated restricted, except:
(1) Persons assigned to duty therein;
(2) Persons authorized by the Airport Manager;
(3) Passengers under appropriate supervision, entering the apron for the purpose of embarkation or debarkation.
(f) Emergency Response Force: In case of accident/incident involving an aircraft on airport property, only authorized emergency response vehicles and/or personnel are permitted on the airport operating areas. Spectators and other unauthorized personnel are prohibited from entering the restricted area or crash site areas. Well intended actions by unqualified persons could actually impede or hinder qualified personnel from performing their duties. Violators will be prosecuted under applicable local, state and/or federal law.
(g) Loitering and Refusal to Comply: No person shall loiter or loaf on any part of the Airport in any building on the Airport; nor shall any person come upon or use the Airport, except while enplaning or deplaning as a passenger on an aircraft operating on the Airport, after such person has been denied the use of the Airport by the Airport Manager. Any person who shall refuse to comply with these rules and regulations after request by the Airport Manager, or other authorized representative, shall be requested to leave the Airport, and in the event of failure to leave the Airport, and in the event of failure to comply with such request shall be regarded as a trespasser.
(h) Use of Shop Areas: All shops, garages, equipment and facilities are for the conduct of the owner's or lessee's business and operations. No persons other than employees of the owner or lessee shall make use of these facilities or loiter on such premises without permission of the owner or lessee. This section applies to all premises.
(i) Conduct of Business or Commercial Activity:
(1) Commercial use. No person shall use the Airport as a base or terminal for the carrying on of passengers, freight, express or mail, commercial aviation, or for student flying, communications, or other commercial or private purpose of transportation without first securing written authorization from the Director of Aviation and paying the fees and charges prescribed for such privileges, the use of the Airport, its facilities, and for services rendered.
(2) Concessions. No person shall engage in any commercial operation or service, or solicit funds from the public on the Airport for any purpose or post, distribute or display signs, advertisements, hand-bills, circulars, printed or written matter at the Airport except with the written authorization in the manner prescribed by the Airport Manager and upon payment of the rates and charges prescribed or the rates specifically agreed upon by and between the City and such person for such use.
(3) Tenant's Responsibility. Every company or organization operating at the Airport shall maintain an up-to-date file containing the name, address and telephone number of all employees, pilots and owners of aircraft based on its premises. This information shall be available to the Airport Manager on request.
(j) Open Flame Operations: No person shall conduct any open-flame operations on the airport unless specifically authorized by the Airport Manager.
(k) Smoking: No person shall smoke on the Airport apron, in any hangar or shop, gasoline storage area, building, room or place where smoking is specifically prohibited or within 100 feet of any fueling or defueling operation.
(l) Trash Containers: No person shall keep uncovered trash containers. No vehicle used for hauling trash, dirt or any other material shall be operated on the Airport unless such vehicle is constructed so as to prevent the contents thereof from dropping, sifting, leaking or otherwise escaping. Areas to be used for trash or garbage containers shall be designated by the Airport Manager, and no other areas shall be used. Such areas shall be kept clean and sanitary at all times.
(m) Maintenance: All tenants shall maintain their leased property in a condition of repair, cleanliness and general maintenance in a manner agreeable to the Airport Manager, in accordance with their individual lease agreements and free from all fire hazards.
(n) Fire Equipment: All tenants or lessees shall supply and maintain adequate and readily accessible fire extinguishers approved by Fire Underwriters for the particular hazard involved.

LAND USE GUIDELINES
The City is fortunate to own a significant amount of property at the Airport. This provides room for not only for runway extensions, but also for hangar construction and aeronautical commercial development.
The Airport Master Plan proposed by R.W. Armstrong sets forth the parameters of future Airport development and land use. The Airport Layout Plan is attached as Exhibit A. The Terminal Area Plan is attached as Exhibit B.
Generally speaking, the areas contiguous to the existing apron and near the Main Hangar/Terminal Building are to be reserved for aeronautical commercial activity, such as, airplane leasing, flight training, aircraft repairs, charter service and other airport support activities.
Current traffic and based counts far exceed both FAA and State forecast information, and based upon user survey results, the trend for continued growth at Bellefontaine Regional Airport should remain strong. This growth trend in aircraft operations, when combined with the increased in size and speed of aircraft using and expected to used the Airport, has been used to identify a strategy of phased development, which will allow the Airport to expand incrementally while simultaneously protecting against incompatible land uses in the path of future development.
