954.05 AIRCRAFT FUELING AND DEFUELING.
   (a)   Prohibited While Running Engine: No Aircraft shall be fueled or drained of fuel while the engine or engines are running or while such aircraft is in a hangar or enclosed space. All fueling to take place only in areas designated by the Airport Manager.
   (b)   Bounding of Electrical Potential Required: During fueling, the aircraft and the fuel dispensing apparatus shall both be bounded to a point or points of zero electrical potential.
   (c)   Smoking: No person shall smoke within 100 ft. of an aircraft being fueled or defueled.
   (d)   Only Essential Personnel Permitted: Only personnel engaged in the fueling, maintenance, and operation of an aircraft shall be permitted within fifty feet of fuel tanks or such aircraft during any such operation.
   (e)   Static Spark Material Prohibited: No person shall use any material during fueling or draining of fuel from aircraft which is likely to cause a static discharge.
   (f)   Adequate Fire Extinguishers: Adequate fire extinguishers shall be within ready reach of personnel engaged in fueling and draining operations.
   (g)   Maintenance of Equipment: Fueling hoses and draining equipment shall be maintained in a safe, sound and non-leaking condition.
   (h)   Grounding Device: All hoses, funnels and appurtenances used in fueling and draining operations shall be equipped with a grounding device to prevent ignition.
   (i)   Fueling and Draining: The fueling and draining of aircraft shall be conducted at least 50 feet from any hangar or other building. Persons engaged in the fueling and drainage of aircraft shall exercise care to prevent overflow of fuel. Persons responsible will take proper measures to clean up volatile liquids which are spilled.
   (j)   Spilling of Contaminants: No fuel, oil, dope, paint, solvent or acid shall be disposed of or dumped in drains, on the ramp areas, catch basins, ditches or elsewhere on the Airport. In case of any accidental or unauthorized spillage of gasoline, jet fuel or oil, the company, person or persons responsible for such spillage must report this information to Airport Manager, the Director of Aviation, and the State of Ohio Environmental Protection Agency (EPA), immediately or as soon as possible after each occurrence.
