954.03 MOTOR VEHICLES AND MOBILE EQUIPMENT.
   (a)   Operations: No person shall operate any motor vehicle on the Airport except in accordance with the rules prescribed by the Airport Manager and the motor vehicle laws of the State of Ohio and the ordinances of the City of Bellefontadne.
   (b)   Ramps and Aprons: No person shall park any motor vehicle or mobile equipment on the ramp areas.
   (c)   Runways and Taxiways: No person shall operate any motor vehicle or mobile equipment on the runways or taxiways without permission from the Airport Manager. The Airport Manager may require flags on vehicles operating on the runways and taxiways. Such flags shall comply with Federal Aviation Administration regulations.
   (d)   Speed Limits on the Ramps: Maximum speed limit on the ramps shall be 15 miles per hour. Where conditions require, the maximum speed shall be reduced. All equipment being operated near aircraft shall be limited to a speed of not more than 5 miles per hour.
   (e)   Speed Limits on the Roadways: Vehicles operating on the Airport roadways shall not exceed posted speed limits.
   (f)   Parking: 
      (1)   No person shall park a motor vehicle for any purpose on the Airport other than in the areas specifically established for parking and in the manner prescribed by signs, lines or other means. No person shall park a motor vehicle in a manner as to obstruct roadways or fire lanes. The Airport Manager may make exceptions for client parking.
      (2)   No vehicle shall be left abandoned, unlicensed or with expired license plates, nor shall any vehicle remain parked in excess or 24 hours except in conjunction with the operator's air travel from the Airport.
      (3)   All employees of firms engaged in business at the Airport shall park only in areas designated for employee parking. It is the responsibility of the employer to regulate his/her employee parking area to assure convenient parking is available to their customers and the customers of the Airport. Tenants of T-Hangars should park their vehicles so as to not impede vehicle or aircraft traffic.
      (4)   The Manager shall have the authority to tow, or otherwise move, motor vehicles which are parked on the Airport in violation of the regulations of the Airport, at the operator's expense and without liability for damage which may result in the course of such moving.
   (g)   Any cater or trailer pulled by a tractor, truck or other motorized vehicle must have either tail lights, red reflectors or red reflecting tape on the side and rear.
   (h)   All vehicles operating on the Airport between the hours of sunset and sunrise shall have fully operating headlights and taillights.
   (i)   Pedestrians and aircraft shall at all times have the right-of-way over vehicular traffic. All vehicles shall pass to the rear of the taxing aircraft.
   (j)   No persons operating a motor vehicle on the Airport shall fail to give proper signals or fail to observe the directions or posted traffic signs.
   (k)   No person under the influence of liquor or narcotic drugs shall operate a motor vehicle or aircraft on the Airport.
   (l)   When an accident occurs involving two moving vehicles or a moving vehicle and a fixed object, the accident shall be reported to the Airport Manager or the Director of Aviation immediately, or as soon as possible thereafter.
