The Mayor and Service-Safety Director are authorized to provide and carry-out a one time per year annual free pick-up of solid waste refuse to the citizens of the City of Bellefontaine upon such terms and conditions as the Service-Safety Director may specify, and will only be carried out, if in the discretion of the Service-Safety Director, the City has the manpower and finances to pay for said free solid waste refuse pickup. The rates published in this chapter shall not apply to this one time annual pick-up as may be provided for herein.
