(a) All Commercial Customers shall be provided an appropriate level of service by the authorized Collector for the City of Bellefontaine. The Collector shall be responsible for all invoicing and collections from Commercial Customers. The Collector shall provide to the City of Bellefontaine a schedule of compensations required for collecting all common sizes of containers and the frequency of collection. In addition, the Collector will charge a six percent (6%) franchise fee monthly to each commercial customer billed which will be payable within the following month after collection and deposited into the Garbage and Refuse Fund of the City of Bellefontaine for refuse service operations within the City of Bellefontaine. The Collector may not deviate from the Commercial Customer Compensation matrix unless authorized in writing by the Service Safety Director.
(b) Industrial and commercial customers that generate special waste materials have the right to contract with any waste hauler or recycler for their special disposal needs after obtaining written approval from the Service-Safety Director. Commercial customers that operate in multiple locations that hold corporate refuse contracts will be authorized to contract only with the appointed hauler when required by the Service Safety Director.
(c) Residents, commercial and industrial customers that require roll-off container service and pickup of construction and demolition debris from repairs, demolition or new construction have the right to contract for this service with any qualified construction and demolition debris hauler.
(d) Certain commercial customers that are classified as “handpick” customers by Service Safety Director due to restrictions of the site where pickup is provided and can not be serviced under the Commercial Program as provided by the refuse hauler. These customers will be billed to the City by the refuse hauler at the appropriate rate established for the container type used. This charge will then be passed on to the customer receiving this service with an additional six percent (6%) franchise fee. This fee will be included with the authorized refuse service fee and charged monthly to the commercial customer’s utility account billing.
(e) Commercial Recycling is not part of the contracted franchise services.
