(a) Residential and Small Quantity Generator subscribers to the City Garbage and Refuse Collection service shall pay a basic collection and processing service fee of nine dollars ($9.00) per month per household/generator unit; payable in advance, which does not include disposal charges but which includes collection of solid waste and recyclable materials as well as recyclable material processing and marketing costs. Each such residential and small quantity generator subscriber to said City garbage and refuse collection service shall in addition to the above stated monthly fee pay a disposal service fee as follows:
(1) $1.50 for each 32 gallon Bellefontaine City refuse blue bag (Pay As You Throw Bag)
(2) $ .75 for each 15 gallon Bellefontaine City refuse blue bag (Pay As You Throw Bag)
(3) $7.00 for each trash container 45 gallons or less in capacity
(4) $15.00 for each trash container greater than or equal to 46 gallons and less than 90 gallons in capacity
(5) $19.00 for each trash container/toter 90/95 gallons in capacity that is leased.
(b) There are to be only two container(s) assigned to each Residential or Small Quantity Generator property address or unit. Beginning February 1, 2021, toters that are leased will require a refundable deposit to be paid upon selection of this refuse option in advance in the amount of thirty dollars ($30.00). This deposit will be held on account until verification that the toter has been secured at the termination of this refuse option. If the refuse option is changed by the customer from the toter to a different level of service, the deposit will be applied to the billed utility account.
(1) $7.50 for each bulky item for small and medium sized discarded household good(s) that is less than one cubic yard in size and up to 50 pounds in weight. Carpet to be collected must be cut no larger than four feet in width, rolled and tied, and paid for in the amount of $7.50 per roll.
(2) $15.00 for each bulky item for larger sized discarded household good(s) that is no larger than four cubic yards in size and up to 250 pounds in weight.
(c) Commercial, Industrial and Residential customers that require roll-off container service and pickup of construction and demolition debris from repairs, demolition or new construction have the right to contract for this service with any qualified construction and demolition debris hauler after first notifying the Office of the Service Safety Director.
(d) Certain Commercial customers that are classified as " Handpick" customers by the Service Safety Director due to restrictions of the collection site that cannot be serviced under the normal Commercial Program as provided by the refuse hauler will be billed by the Collector to the City of Bellefontaine for further payment due by the customer. These charges will be established based upon the container type and frequency of pickup collection; in addition the Franchise Fee will also be applied to the Commercial customer's utility account.
(e) The City of Bellefontaine will maintain records on Commercial customers who receive refuse collection service as provided by the Collector. When it is found that there is no record of refuse collection available for a Commercial customer address, the City of Bellefontaine will require the completion of a "Certification of Service" which will allow for shared container service.
