The Service-Safety Director hereby is authorized and directed to make such bylaws and regulations for the safe, economical and efficient management and protection of the Garbage and Refuse Collection Service for the collection and removal of garbage and rubbish, and for the construction of additions and improvements for the Collection Service Program. Such bylaws and regulations shall have the same force and effect as ordinances when not repugnant thereto nor to the Constitution of laws of the State.
