The Safety/Service Director shall manage, conduct, and control the storm water drainage system. City Council shall established a schedule of rates or charges of rents for the use of said system, the Director shall ensure the collection of said charges. The Safety/Service Director shall designate those agents to ensure compliance. The Safety/Service Director shall assess user fee charges based upon said calculations and shall forward same to the Utility Billing Department for collection.
