(a) The Safety/Service Director shall manage the utility and make such regulations or rules as may be found necessary for the safe, economical and efficient management and protection of the storm water drainage system, and for the enforcement of the of this chapter.
(b) The Safety/Service Director shall make and enforce such rules and regulations as he/she may deem necessary for the enforcement of the provisions of this chapter, for the proper determination and collection of the rates and charges herein provided and of the safe efficient and economical management of the system.
