Subscribers to the City water system shall receive a waiver of sewer charges for all water used for lawn watering and/or gardening purposes so long as the City water subscriber complies with the following requirements:
(a) The water subscriber shall have installed at his or her own expense at their property a separate water line and separate water meter apart from the potable water supply for domestic use.
(b) The separate water line and separate water meter shall be either connected to the City water main directly or connected to the subject properties water service line between the water main and the other separate meter used for domestic or household purposes.
(c) A water backflow prevention device, approved by the City water department, must be installed at the owner's expense.
