The Director of Service and Safety, upon authorization by Council, may permit the installation of either storm or sanitary sewers, or both, beyond the corporate limits, and allow the same to be connected to existing or new sewers within the corporate limits under the form and terms of the agreement set forth in Section 925.16, provided such sewer or sewers meet the specifications adopted as standard by the City and the plans and specifications approved by the Director.
