In any case where proper application for permission and payment of the required fee for making a sewer connection has not been completed or the agreement as set out in Section 925.12 has not been executed, the Service-Safety Director is hereby authorized to either remove the connection or tap or to plug such connection or tap until properly arranged for as hereinabove stated. In addition to the above, he may require a penalty or fine of two and one-half times the required tapping fee or fees on all connections to the sanitary or storm sewer system.
