In the event that a lot, parcel of land, building or premises discharging sanitary sewage, industrial waste, water or other liquid into the City's sanitary sewerage system, either directly or indirectly, obtains part or all of the water used from sources other than the Department of Water of the City, which water is not measured by a water meter approved by the Director of Service and Safety, then, in each such case, the owner of such lot, parcel of land, building or premises shall, at his own expense, install and maintain approved water meters on all supplies other than City water, and the quantities of water used to determine sewerage charges shall be the sum of the quantities of water measured by all meters.
