All City Utility meters that register City Utility usage shall be accessible to the City Utilities’ Department Representative for purposes of reading the usage and/or repairing and/or servicing said meter; and, in the event said meter is not located on the outside of a building, the owner of said building or tenant thereof must allow the City Utilities’ Department Representative access to any such meters within forty-eight (48) hours of the City Utility Department giving notice of the need for access to such meters. In the event access is not given to the City Utility Department Representative after such forty-eight (48) hours notice, the utilities may be shut off to said property until access to the utilities meter is given to the City Utilities Department.
