When any final utility bill is figured for any City utility customer by City Utility Department Personnel, any amount owing to the City of less than five dollars ($5.00) or any amount of refund owing to a customer of less than five dollars ($5.00) shall be considered a zero balance and no final payment or final refund shall be owing by either of said parties as the administrative cost of paying or accepting such amounts is more than said amounts justify.
