(a) The owner of any newly constructed building situated within the City of Bellefontaine in which there are toilet facilities and/or facilities for delivering water and/or sanitary sewer facilities to be used in such building, shall be required at the owner’s expense to connect such toilet and/or water facilities and/or sanitary sewer facilities directly to the proper City sewer and/or water lines in accordance with the provisions of Chapters 923
and 925
of the Codified Ordinances of the City of Bellefontaine, except in such cases where the connecting of such facilities to City sewer and water lines is not economically feasible because of the distance from said owner’s property line to the nearest City sewer line and/or water line, in which case the Service-Safety Director shall be empowered to waive said mandatory connection because of financial and/or engineering non-feasibility.
(b) Whenever an owner of real property in the City of Bellefontaine finds it necessary to replace any existing water well and/or septic system presently in use in the City, then and in such event, the owner shall not replace such well or septic system but shall connect the toilet and/or water delivery facilities and/or sanitary sewer facilities on the property to the City sewer and/or water systems in compliance with Chapters 923
and 925
of the Codified Ordinances of the City of Bellefontaine, except in such cases where the connecting of such facilities to City sewer and water lines is not economically feasible because of the distance from said owner’s property line to the nearest City sewer line and/or water line, in which case the Service-Safety Director shall be empowered to waive said mandatory connection because of financial and/or engineering non-feasibility.
