Where there is a proposed annexation of territory to the City, Council may, by ordinance, authorize the extension of utilities to such territory. Such ordinance shall contain a provision for a written contract between the City and the party or parties requesting annexation, which shall set forth the date when such annexation, including the filing of necessary plats with the County Recorder, is to be completed and the action to be taken in the event that such annexation is not completed by such specified date. Such contract shall also provide for the course of action to be taken in the event that the annexation is not completed at all.
