No person shall construct or repair any sidewalk, curb or gutter without a permit duly issued, or not in conformity with the grade as established, or with workmanship or materials not in conformity with the required specifications. Council shall order any such unlawfully constructed sidewalk, curbing or gutter to be destroyed and rebuilt by the owner of the abutting property in conformity with the provisions of this chapter, and upon failure of such owner to comply with such order within fifteen days Council shall provide for such destruction and rebuilding and shall assess all costs for the same on such owner as provided in Section 905.07.
