No person, other than the Director of Service and Safety or the authorized employees or agents of the Director, shall make any opening in, or to cut into, break or otherwise disturb any street, alley, sidewalk, curb, gutter or other public way unless such person has obtained a permit therefor prior to commencement of the work, as herein provided.
