(a) The operator of taxicabs shall keep a record of all such vehicles showing the body number, the City license number, the State registration and such other data as may be necessary to identify the drivers of such taxicabs at all times, including the hours of employment of each driver.
(b) All taxicab operators shall see that records are made showing the time of beginning and the time of ending of each trip, the first and last stop and the amount of fares collected.
(c) Such record shall be subject to inspection at all times by law enforcement officers and shall not be destroyed for a period of one year.
