Every taxicab shall be kept in a safe and sanitary operating condition and shall at all times maintain the following equipment in good working order:
(a) A light and heater within the passenger compartment;
(b) A spare tire capable of being used on any of the wheels of the vehicle and a set of tools for changing tires;
(c) Two independently acting and entirely disconnected braking systems, either of which is capable of stopping the vehicle without load at a distance of thirty-seven feet when operating on a level, dry, asphalt street at a speed of twenty miles per hour;
(d) Safety or shatterproof glass in all windshields, windows and doors;
(e) Seatbelts sufficient in number to accommodate all passengers.
