(a) All taxicab operators shall file with the City a current rate schedule, and a printed list of the rates to be charged passengers for transportation shall be visibly displayed in all taxicabs.
(b) No operator or driver of a taxicab shall charge an amount in excess of such printed rates unless the same is done pursuant to an agreement between the passenger and the driver entered into prior to leaving the place of departure.
(c) No person, with intent to defraud, shall refuse or fail to pay, or abscond without paying, the lawful charge for any taxicab service.
