As used in this chapter, "taxicab" means any motor vehicle whose owner or driver solicits, secures or accepts passengers for hire upon hail or request on the streets and other public ways of the City. It does not include a vehicle such as a bus, street car, trackless trolley or other vehicle furnishing transportation to the public on a fixed schedule or route.
