(b) The provisions of this chapter shall not apply to any activity, event or function conducted by or on behalf of any recognized nonprofit, educational, philanthropic, civic, religious, political or charitable organization or group or person on its behalf registers with the Service-Safety Director stating the name of the organization or group, the nature of the activity, event or function being conducted, the duration and location of such activity, event or function and furnishes any other information deemed necessary by the Service-Safety Director, including evidence satisfactory to the Director that the organization or group is a recognized nonprofit, educational, philanthropic, civic, religious, political or charitable organization or group and that the person registering the organization or group is, in fact, authorized to act on its behalf. Written consent of the owner of the premises or other duly authorized person shall be provided. The registration shall be valid for a period not to exceed thirty days but may be renewed. The proposed location of the activity, event or function shall not constitute a hazard to the public health, safety and welfare and shall be approved by the Director, if it meets all such qualifications.
(c) Persons offering or exposing for sale agricultural articles or products other than pursuant to subsection (b) hereof or persons selling by sample only shall be exempt from the payment of all license fees, but shall in all other respects comply with the provisions of this chapter. As used herein, agricultural articles or products means commodities used as food or nonalcoholic drink for human consumption.
