741.04 APPLICATION FOR PERMIT; FEE, CONTENT AND DISPLAY.
   (a)   No canvasser, solicitor, peddler, hawker, itinerant merchant or transient vendor of merchandise or services shall go in or upon any private residence without first applying for and obtaining a permit from the office of the Director of Service and Safety. The Director of Service-Safety shall determine the forms and information required for the granting of such permits.
   (b)   Each applicant for a permit whom shows evidence of good character shall be furnished a permit upon the payment of forty dollars ($40.00) per year.
   (c)   Each permittee shall at all times while peddling or hawking in the City carry upon his person his permit and the same shall be exhibited by such permittee whenever he is requested to do so by any police officer or by any person solicited.
