Every proprietor of a lodging house shall maintain a guest register and each guest shall be required to sign his name and address upon such register prior to occupying a room or rooms in such establishment. Registrations shall be made in chronological order, and the date and time of arrival and departure of each guest and the number of the room or suite assigned to him shall be noted in the register.
In the case of motels or tourist courts, the make of automobile, the name of the state of registration and the license number of each guest's car shall be noted on the register.
The guest register shall be open for inspection by City officials at all times.
