No person shall carry on, maintain or conduct a junk yard or store wrecked or abandoned vehicles or other junk, unless such establishment is carried on, maintained or conducted in compliance with the following regulations:
(a) Such establishment shall be carried on, maintained or conducted in an enclosed building or buildings or upon a lot fenced on all sides. The sides of such premises which abut any street or avenue within the City which are open shall be fenced with nontransparent material, shall be at least six feet in height and not more than ten feet in height. Along such fence fronting any street or avenue, a sufficient number of shrubs, trees, hedges or evergreens shall be planted so as to screen the premises from view.
(b) All such fences and shrubbery shall be maintained in a neat, substantial and safe condition and so as to obscure the junk from the ordinary view of persons passing upon the public ways.
(c) The material located in or upon the premises shall be arranged so that reasonable inspection or access on all parts of the premises can be had at any time by the proper fire, health, police and building authorities.
(d) Water shall not be permitted to accumulate in any of the car bodies for such a period of time that it becomes vile, stagnant or infested with mosquitoes. Weeds and rank vegetation shall not be permitted on the premises.
(e) The entire junk yard shall be kept free from vermin, rodents, reptiles or other animals, except those properly licensed, and the owner or operator of such premises shall install effective means of rodent and pest control.
(f) The intentional burning of automobile bodies, their parts or other junk is prohibited.
