No person shall conduct in the City any sale of goods, wares or merchandise at retail, which sale is represented to the public as a distress merchandise sale, or which, by representation, may lead the public to believe it to be a distress merchandise sale, without first filing with the Director of Service and Safety the inventory hereinafter provided for and obtaining from the Director a license to do so. Such license shall be issued by the Director on production of a receipt from the Director of Finance showing payment of the proper license fees hereinafter provided for.
