(a) No person shall cause a blast within the City without first making application for a permit to the Director of Service-Safety and specifying the exact nature of the intended operation. The Director prior to granting such a permit may require the applicant to provide a bond to indemnify the City and all other persons against injury or damage that might result from such proposed blasting.
(b) No person shall store at any time a quantity of gunpowder or other similar explosive weighing in excess of 100 pounds.

(c) Whoever violates this section is guilty of a misdemeanor of the first degree.
