521.17 FIRE HYDRANT REGULATIONS AND RESTRICTIONS.
   (a)   Use Restricted. No person, other than an employee of the City, shall use, open or operate a fire hydrant on the City water system, or use thereon any wrench or tool other than a regulation Fire Department hydrant wrench, except in case of emergency, without first having secured from the Service-Safety Director a written license or authorization for such use.
 
   (b)   Tampering. No person, not duly authorized in writing, shall knowingly move, deface, paint, damage, destroy or otherwise unlawfully tamper with any fire hydrant, valve, plug or other fixture or facility of the public water supply unless authorized in writing by the Service- Safety Director.
 
   (c)   Obstructing Prohibited. No person shall obscure from view or restrict the use or access to any fire hydrant.
 
   (d)   Violations. Any violations of Bellefontaine City Ordinances involving fire hydrants and motor vehicles shall be addressed and regulated within the existing provisions of the Traffic Code of the Codified Ordinances.
 
   (e)   Penalty. Any person violating any part of this section, except subsection (b) hereof, shall be guilty of a minor misdemeanor for a first offense and conviction thereof and a misdemeanor of the fourth degree for each subsequent offense and conviction thereof. Any person violating subsection (b) hereof for a first offense and conviction thereof or any subsequent offense and conviction thereof shall be guilty of a misdemeanor of the fourth degree.
