(a) No person, partnership, corporation or other legal entity shall throw, place, deposit, or permit to be thrown, placed or deposited petroleum, crude oil, refined oil or a compound mixture or residuum of oil, anitfreeze, brake fluid, transmission fluid, grease, fat or other similar materials into or upon the streets, gutters, sanitary or storm sewers or alleys of the City of Bellefontaine or anywhere within the street or alley right of ways of the City.
(b) A violation of this section shall be a misdemeanor of the fourth degree for a first offense and conviction thereof and a misdemeanor of the third degree for each subsequent offense and conviction thereof.
