(a) No person shall deposit, permit or allow any grass clippings, shrub or bush clippings or trimmings, flowers or tree trimmings or tree branches or parts thereof on any street, alley, or portion of property owned, rented or controlled by them which might wash into or clog any storm sewer. These ingredients or materials are not classified as garbage or refuse.

(b) Whoever violates this section is guilty of a minor misdemeanor.
