(a) No person shall establish, maintain or permit any private or public sewer or other source of pollution within 500 feet of the water wells now or hereafter installed for the purpose of furnishing the public water supply to the City, or deposit or place any garbage, refuse or obnoxious matter upon or under the ground or in any stream or body of water within 500 feet of such wells.

(b) Whoever violates this section is guilty of a misdemeanor of the first degree.
