13-2-10: GRANTOR INSPECTION RIGHT:
The grantee agrees that the franchise authority may review such of its books and records, during normal business hours and as is reasonably necessary to monitor compliance with the terms hereof. Such records shall include, but shall not be limited to, any public records required to be kept by the grantee pursuant to the rules and regulations of the FCC. The franchise authority or its representative shall have the right to inspect the grantee's records to determine if proper payments have been made to the franchise authority. The costs of such audits shall be borne by grantee if same results in increasing, by more than two percent (2%), the grantee's annual payment to the franchise authority. The franchise authority agrees to treat any information disclosed by the grantee to it as confidential and only to disclose it to employees, representatives, and agents thereof that have a need to know, or in order to enforce the provisions hereof.
