The council, at its discretion, may restrict or wholly prohibit the use of the department water for use in gardens, lawns, or other outdoor irrigation purposes. In emergency situations, as determined by the council or the department, outdoor irrigation use may be wholly prohibited by public notice. The department shall prominently post, within its local office, a notice advising the public of the hours and days of restricted use. Users may be notified by newspaper publication or through receipt of their water bill. Restricted use shall be in force twenty four (24) hours after public notice has been made in a local newspaper or has been made by public service radio announcement within the city.
