9-1-4-8: METER TESTING AND ADJUSTMENT OF BILLS:
If the meter fails to register correctly, the charges to the consumer shall be at the rate used for the corresponding period of the month previous, or if for any reason the rate for the corresponding period of the previous month cannot be justly applied, the rate shall be equitably adjusted by the department. The testing of each meter at the request of the user, either property owner or lessee, shall not be charged to the user if the meter is found to be defective. However if the meter is found in good order or registering in favor of the user, a service charge shall be made as is established by the council from time to time. (Ord. 90-4, 11-19-1990)
