It shall be unlawful for any person to obstruct any sidewalk, street, or alley without first obtaining a permit from the public works department. Obstruction permits shall be subject to an application fee of $25.00. The application fee may be amended by resolution of the city council. The director of public works may limit, restrict or deny any application for an obstruction permit to promote public use and safety of city sidewalks, streets and alleys.
