Any volunteer fire company organized and becoming a part of the fire department hereby created may adopt such constitution, bylaws, rules and regulations for its government as it shall deem best, consistent with the city ordinances, and may select such officers as its members may deem necessary and proper for the administration of its affairs, subject, however, to the supervision and control of the city council; and such company may, on or before May 1 of each year, recommend to the mayor one of its members for the office of chief of the fire department and if such member be satisfactory to the mayor, he shall appoint him chief of the fire department, subject to the approval of the city council.
