It is the intent of the city council that the violations listed in this chapter, except for a violation of section 5-4-17, are offenses involving absolute liability. It is also the intent of the city council that a violation of section 5-4-17 is a misdemeanor criminal offense of absolute liability and shall not require proof of any of the mental states described in Montana Code Annotated sections 45-2-101(33), (37) and (58).
