Section 5.04 Redistricting
Ward boundaries may be changed by ordinance or resolution, provided that any such revised ward boundaries must comply with the population standards prescribed in this charter. In the event of a judicial challenge to the ordinance or resolution, the burden of proving compliance shall rest upon the city.
