Any person, firm, or corporation for or on whose behalf said advertising is placed on said property described in section 3-5-1 of this chapter shall be deemed to be a principal in the commission of this offense and shall be subject to a fine of not less than fifty dollars ($50.00) or more than one hundred dollars ($100.00) for each offense.
