The person who is the owner and/or the person who is in possession of the property at the time at which the notice required under section 3-1-8 of this chapter is deemed given shall be personally liable for the amount of the assessment including all interest, civil penalties, and other charges. The liability of the owner and/or person in possession of the property shall be joint and several. (Ord. 2002-6, 11-4-2002)
