§ 33.56 CIVIL DEFENSE DEPARTMENT ORGANIZATION.
   The purpose of the Civil Defense Department (hereinafter “Department”) is to prepare for, and function in the event of, emergencies endangering the lives and property of the citizens of the city. The Department is headed by a director, appointed by the City Council for such compensation and under such terms as the City Council may establish. The Director serves at the pleasure of the City Council.
